So... What happened to Hindopia? (OOC)

You may have noticed (or may not, depending on how important my nation is to you) that Hindopia has undergone some pretty big changes. First of all you need to know that I took a little bit of time away from NationStates. There was a time when my nation came close to CTE but I got back in time to save it from... *shiver*... The Rejected Realms. I've been slowly re-aquatinting myself with NS, and for the time being I've moved Hindopia to Lazarus.

During this time I've been working on a "Revised Hindopia" and the changes have just been made official. Most importantly, a new President and Cabinet have been elected after the old ones were dismissed by the Senate.

After the end of the Hindopian/Borucistan War, a new government was installed and a new President was elected in Borucistan. The Lyons government had never been more popular, and it was expected they would win the next election hands down. This newfound popularity was short-lived, as just over a year later an investigative team for The Nightly National published an article that rocked the nation. The new 'democratic' government of Borucistan was in reality nothing more than a puppet government controlled by a highly secretive cabal in the upper echelons of the Lyons administration. The people were furious. Many expected Lyons to fire those involved and ask the Attorney General to lay criminal charges against them. However, the nation was stunned when Lyons held a press conference to announce that he would be asking the Senate to perform an inquest into the matter. This was not good enough in the public's eye and the voters booted Lyons and his government out of office in the next election.

Hindopia now had a new President, an Edward Sargon. He was a progressive politician and had fought for causes such as an overhaul of healthcare and the modernization of Hindopia's schools. The people weren't enthralled by his policies, but rather his enviable speaking skills. He was revered and feared throughout the political world for this skill and it was a major factor in his decisive victory.

Sargon had very high goals and did not like people getting in his way. He saw the High Council of Hindopia as a threat to his attaining those goals as tradition dictated he confer with the Council anytime he planned significant legislation or policy. This was not a legal requirement but had been traditional to do so for hundreds of years and to do otherwise would seem 'un-Hindopian'. Determined to get his way, Sargon and some of his cabinet tried to persuade the Senate to disband the Council and then, failing that, arranged for an attempted assassination on his life pinning the blame on the Council (saying that they feared his previous attempt to dissolve them). His plan worked and the Council, after more than 600 years existing in one form or another, had to pack up shop.

For the rest of his term Sargon campaigned for various things including the expansion of the public health care system and the introduction of the Future Schools Program, a program aimed at preparing the public schooling system for the new technologies available. 81% of people polled in the Hindopian Report said they were happy with Sargon's performance and policies as President.

Sargon's demise began when he, the Secretary of Defence and various other cabinet members were bribed by ExeFin Technologies, one of the largest defence manufacturers in Hindopia, to grant them the permits needed to test bio-weaponry inside Hindopia's borders. Under the guise of testing the prohibited weapons for defensive purposes (producing them for profit was illegal), ExeFin manufactured the bio-weapons in Hindopia and sold them via a puppet corporation in another nation, having the profits flow back to ExeFin. A still unnamed individual came to Pandarra Senator Jamie Oorn, a Senator famous for her ruthless pushes for accountablity in government officials, and revealed all of the details to her. Oorn did not succeed in bringing Sargon down as a Senator but after finishing her term she founded the National Truth League and managed to convince the Attorney General to bring criminal charges against Sargon and a large portion of his Cabinet.

The trial was one of the most explosive in Hindopian history. Sargon and 7 cabinet members were found guilty of a list of charges and therefore were unable to serve in office anymore. With mounting evidence that every single cabinet member had been intricately involved in at least one of the plots at some point in time and with the entire population up in arms, the Senate took the drastic measure of dismissing the entire Sargon government.

Left without a leader the Senate quickly re-established the High Council, whose many long unused emergency powers included the mandate to govern in such an instance. The High Council governed until the new elections were held and the reformed National Party won government.

Gardinia Captured

By Online War Correspondent Sylvia Garrison

The Hindopian Military has captured the Borucish capital city of Gardinia after a brief skirmish in the late hours of last night.

The first phase of the invasion, codenamed Project Lantern, was completed with no losses for Hindopia and losses of up to 30 enemy combatants according to sources within Military Command. Martial law has been declared and a curfew is in effect for the entire population of Gardinia.

Speaking with General Arnold Mills, commander of operation, it was revealed that the military does not intend to sit still.
"We still have much to do and we aren't the least bit interested in retreating now."

Experts are assuming that the military will turn it's attention to the provinces further inland within the week to prevent enemy forces from strengthening their positions.

Hindopia is still reeling from the surprise declaration of war by President Lyons on Monday. Several Senators have vehemently expressed their opposition to the action, calling it a "complete usurpation of the sovereign power of the Senate" in a joint statement yesterday. Senator Chase Dylans, the most vocal of those same Senators, has even hinted that he might bring a censure motion against the President.

The High Council has yet to issue a statement with regard to their opinion on the issue. In the weeks following the missile landing and killing a citizen in Chardinhall, Lyons moved to have a complete embargo enacted against Borucistan. The Council rejected this idea based on the assumption that it could lead to war between the two countries. Without the Council's approval, Lyons dropped the measure and instead sent the doomed diplomatic mission to Borucistan.

It remains to be seen what the longlasting repercussions of the war will be.

Hindopia Attacks Borucistan

In a stunning move, President Lyons has used emergency powers to declare a state of war between Hindopia and Borucistan, simultaneously launching a military strike against them in the capital city of Morucah.

Citing the Emergency Powers Act 2000, President Lyons defended his decision to attack Borucistan.

“The Borucish Military invaded us when they unlawfully entered our embassy in Borucistan. They severed all ties with us when they hacked our systems in an attempt to gain classified information. They declared war on us when they, against international law, brutally murdered our entire diplomatic mission.”

President Lyons revealed that the Borucish military had forcefully entered the Hindopian embassy in Morucah, killing everyone there and hacking into classified information. Under the EPA, the President may enact a State of Emergency if a foreign military power enters Hindopian territory unlawfully and with malicious intent. Lyons said that when Borucish military soldiers entered sovereign Hindopian soil at the embassy it was classed as an invasion and he was therefore justified in his actions.

Although he eventually declined to answer any more questions he did reveal that the legal President of Borucistan, President Malazar, was rescued before the strike was initiated.

“I can confirm that President Malazar was rescued by our military before the operation was initiated. He now resides at a secure facility for the time being.”

When asked if Malazar was a prisoner, Lyons said that he was being kept in “protective custody”.

The Hindopian Report contacted a constitutional expert and asked if Lyons was justified in his actions. The expert, Dr. Jonas Bight, said that it was a unique interpretation and one that he thought Lyons could get away with. He did, however, express concern that some would see it as an illegal act and that he should have convened the Senate before any action was taken.

“What some will see Lyons did was usurp the powers of the Senate.”

It remains to be seen what the repercussions of this deed will be.

Military Will Remain on Defensive: Lyons

By Phoenix House Correspondent Argyle Levinns

After 3 days of anxious waiting, the President has finally appeared before the press today, revealing his decision to keep the military on the defensive. Lyons told reporters at Pheonix Housethat he had ordered the military to limit their functions to a defensive capacity only while the government had time to carefully contemplate all avenues of action.

“I have ordered the Commander of the Hindopian Forces, General Walsingham, to refrain from any action other than a defensive position while me and my government exhaust all other possible plans of action regarding this serious event.”

When queried about the DEFCON level, Lyons responded:

“Yes, the military still resides at DEFCON 3. No changes have been made to that condition yet.”

The President stressed that further intelligence was needed before any action could be taken against Borucistan. He also confirmed that he was meeting with the High Council later today to discuss their position in the crisis.

The National Party is attacking the governments decision to remain in what it says as the “position of cowards, hiding behind their shields”. The chairman of the National Party Stephanie Kells says that President Lyons is too afraid of making any strong decision for fear of a backlash from both sides of the debate, making him a “pitiful” leader.

“What we need in a crisis like this is a leader willing to make the right decisions to ensure the continued existence of his country and his people. We, unfortunately, have President Lyons.”

The Society for the Peaceful Resolution of Conflict, an internationaly established anti-war group, warily congratulates Lyons on his decision. Speaking as leader of the SPRC’s Hindopian office Matthew Daniels said that the decision was a welcome one but that the group was wary about the governments next move.

“We have seen it time and time again. A government will ‘stand down’ while it tries to figure the whole situation out only to come back listening to the people who care nothing for the innocent lives that are lost in conflict.”

It seems everyone will have to wait while President Lyons visits the High Council later today, and many are hoping for an answer as soon as possible.

Delegates Dead, Military On Alert

It has been 3 days since President Lyons reveled that the Hindopian delegation to Borucistan had never arrived at the Hindopian embassy there and was registered as missing. The President has now released a video statement to the public via his official presidential website stating that the Centralized National Intelligence Service (CNIS) had confirmed the delegates were kidnapped by Borucish government agents and tortured before they were executed.

"It has been confirmed by Hindopian government agents that the delegation sent to Borucistan for negotiations have been executed by members of the Borucish Military."
"It angers me greatly that the once friendly nation of Borucistan would do this to us just as we are on the road to repairing relations."

He went on to state that a very secret coup had taken place in the hours after Hindopia and Borucistan both agreed to hold negotiations on the sensitive subject of missile test sites.

"Mere hours after President Malazar announced his decision to allow negotiation talks to begin, military and political leaders moved against the longstanding President and decapitated his support circle. Left with no trusted advisors or supporters the President was transformed into a puppet leader for the new secret regime."

According to the President, the deaths of the delegates were ordered not by the Malazar but by his military masters. He has now ordered the entire military to DEFCON 3 and has mobilised the 7th Fleet to the shores of eastern Hindopia.

"It is certainly a dangerous situation we now find ourselves in but I have complete faith in the men and women of our armed forces to protect us if the need arises."

BREAKING NEWS: Diplomats' Fate Feared

BREAKING NEWS:

Speaking to a hastily gathered collection of press representatives, President Lyons was unusually seen as worried while he briefly released a statement confirming rumors that the diplomatic mission to Borucistan was missing.

"We are confirming today that the delegation sent to Borucistan to resume talks with the government is missing." "The group never reached the Hindopian embassy in the Borucish capital of Morucah."
"I have personally tried to contact President Malazar but have yet been unable to. We are very worried for the safety of the delegation and will be placing all resources available into finding them safe and well."

It is unclear what course of action the government will take to find the group.

President Resumes Talks With Borucistan

After a week of meetings with his advisors, President David Lyons today announced, indirectly, that he would be following the advice of the High Council and that he would begin to repair the diplomatic relations with the Borucistan Government.

Adding to the announcement, the President surprisingly declared that he had already been in talks with the Chancellor of Borucistan and that a delegation of Hindopian diplomats were on their way to Borucistan to begin the talks.

“I have already negotiated safe passage for our diplomats into the home of President of Borucistan and they are on their way there now to try and repair the strained relations between our countries.”

When asked why he so quickly abandoned his plan for tough sanctions against the rogue nation, the President only gave a brief comment:

“The government has decided that this way will produce a much better result in the end, both for the people of Borucistan and the people of Hindopia.”

However, some groups are calling for blood. The extreme nationalist group known as “Firebirds United for Prosperity” want the government to issue a declaration of war against Borucistan. Speaking on the behalf of the group Nicholas Bradymas told reporters that continued relations with Borucistan will lead to the eventual “degredation” of Hindopia.

“All we want is for Hindopia to remain as beautiful and as powerful as it is now. If we do not show Borucistan that we will not tolerate their missiles killing our people then we will become the pushovers! [FUfP] will not stand for it.”

Council Rejects Sanctions

In a stunning move today the High Council rejected the government’s plan to introduce a blanket embargo against the nation of Borucistan for its actions in the Rogue Missile Crisis that resulted in the death of a man. The Council opposed the introduction of such “premature” policy, saying that the President and his Cabinet had not fully utilized diplomatic negotiation.

Grand Councilor Hank Ooda spoke to press representatives outside of the Council chambers, defending the decision of the Council.
“President Lyons got caught in the frenzy and excitement following the tragic death of Mr. Crane. He and his government lacked the foresight needed in this situation; it could have led to war”

President Lyons also spoke briefly about the Council’s decision.
“I understand their argument and have to admit I agree with some points of their final judgment. That said I do not want to comment further until I have had a chance to talk with the Cabinet and my advisors.”

The Council rarely rejects a Presidential submission; indeed there are only a handful of such events in the history of democratic Hindopia. However the Council’s decisions are not legally binding as the Council serves an advisory position only.

If President Lyons decides to disregard the ruling then he is free to do so although he may suffer an outcry from the public; The Council is widely revered and respected and its decisions hold much weight.

Harsh Sanctions Accepted

By Lionel Krutch

It has been seven days since President David Lyons announced his Cabinets plan to introduce tough sanctions against the nation of Borucistan and the Senate has finally accepted the proposal and allowed the President to proceed.

After days of deliberation the Senate has finally allowed the President to introduce and enforce tough blanket sanctions against Borucistan for their refusal to take responsibility for the failed missile that killed Joseph Crane, a 49 year old farmer from the farming community of Tooine. Diplomatic talks between Hindopian and Borucish officials broke down in the first days of their commencement due to Borucistan’s denial that it was their missile that killed Mr. Crane.

The sanctions will include an embargo of all goods being imported from and exported to the small nation as well as military sanctions. Economic analyst Stephen Bert, head of the International Economic Department at the University of Ibergatis, predicts that the embargo will have very little effect on the Hindopian economy but will have devastating consequences for the economy in Borucistan.
“Borucistan relies heavily on Hindopian assistance and imports to support its population of 4 million and when those crutches are taken away the entire nation will suffer severe economic downturn.”

The military sanctions of the embargo will include a complete ban on all sales of military craft, weaponry and equipment to the Borucish military. This will have major effects on their military effectiveness and in turn decrease morale and public support for the government.

The President addressed a press gathering today outside Council Hall to defend his decision in the face of loud opposition from human rights activists.
“This is the only option left to stop these missile incidents happening again. We have tried using diplomacy to convince the Borucish Government to stop testing their missiles so close to Hindopia but they have responded by ignoring our requests and denying that it was their missile that killed a citizen of Hindopia.”

The President was outside Council Hall to visit with the High Council of Hindopia, to seek advice and approval in the matter of the sanctions. It has been a long held tradition for the President to consult the High Council on significant international matters such as this.

Government Responds to Missile, Possible Sanctions

By Lionel Krutch

The Hindopian Department of Defence released a statement today exposing the missile that hit near the town of Tooine last week as originating from the nation of Borucistan, a small island nation to the south east of Nanganis. The revelation is sure to have extensive consequences for the isolated nation as it is not the first time that a Borucistinian missile has hit Hindopian soil.

Defence Secretary Robert Forrest met with the press at the Senatorial Auditorium this morning to release the statement. He opened the gathering by expressing the government’s condolences to the family of Joseph Crane, the man who was killed by the missile.
“The entire Hindopian Government wishes to express our deepest and most sincere condolences to the family and friends of Mr. Crane, who was so violently and unnecessarily taken from this world.”

He went on to say that the missile’s origin had been confirmed to be from the People’s Republic of Borucistan and that several courses of action were being considered.
“After several days of intensive investigation we have now determined with absolute certainty that the missile originated from Gardinia Air Force Base in the Borucistinian capital of Movana. We have contacted the Borucistinian government with the intent of pursuing diplomatic negotiations and they have responded negatively. They have taken no responsibility for the missile’s failure and the resulting death of Mr. Crane.”
“A range of responses are currently being considered by the President and his Cabinet but as there is no definite option being considered at this time I will not elaborate.”

Political analysts at the Jed-Iye Institute say that the government is most likely considering economic sanctions over military involvement. Jerry Wads, who leads the group, argues that it would be the better starting option.
“If the [Hindopian] government uses the military rather than economic sanctions then it risks the Borucistan government using their military as well which will end only in bloodshed. The Borucistan government stands to lose a massive amount of money if they decide to move their missile testing area elsewhere so the government needs to show them that they stand to lose even more if they continue their testing so close to Hindopia.”

Others are calling for the government to launch a military strike against Borucistan. Senator Manteisgar, representative for Nanganis, last week called the incident an “act of war” and called for the government to respond with force. Today, the webmaster of the internet website “Citizens: Fight!”said that the only response the government should consider is a military one.
“Our nation is under attack by some backwards psycho dictatorship who is too stupid to realise that we have the superior capabilities in this conflict. We should launch a few missiles to show them what we’re capable of!”

In the international community, several of Hindopia’s allies in the Global Liberty Alliance have expressed their concern and condolences over the recent incident. The Chief Foreign Affairs Minister in the Armed Republic of Tibilasi Kate Kragshaw expressed concern over tourists from her country being safe in the current climate and several politicians in the government of The Most Serene Republic of Romanidolia expressed their sympathy for Hindopia and her people.

Secretary of State Kenneth Obi said the government was thankful for the outpouring of sympathy and concern and wanted to assure the governments whose citizens were in Hindopia that every measure was being taken to ensure the safety of those inside the borders.
“We want to assure them that no harm will come to their citizens as every precaution is being taken to protect the citizens and residents of our country.”

Meanwhile, the DEFCON rating for the east coast has dropped to level 4 as the strong military presence starts to dissipate from the streets. The rest of the military resides at DEFCON 5, peacetime readiness.

Another Missile Hits Near Town

By Lionel Krutch

Another Borucistinian missile hit near the small town of Tooine in Nanganis yesterday, killing a man.

The missile hit at 10:30am yesterday about 5 minutes outside of the small farming town of Tooine. A man was killed when the blast overturned his car on Forrest road, the main road leading out of the town. The man’s name was Joseph Crane, a 47 year old farmer who was on his way back from the Tooine town centre after buying several bales of hay.

The military is now at DEFCON 3 as an investigation begins into the missiles origin. There are rumours that say the missile originated from Borucistan, a small jingoistic island nation to the southeast of Nanganis. If these rumours are true, there could be very serious ramifications as just barely 1 month ago a rogue Borucistinian missile hit Nanganis in similar circumstances, with the exception that no one was injured in the event.

Senator Manteisgar, the representative for Nanganis, appeared in a live broadcast on the CNFC National Network calling for action against those responsible for Mr. Crane’s death. She stated that since a citizen had died it was an “act of war” against the Hindopian people.
“Who will be next? Your sister? Your mother? Brother? We must show those responsible that we will not stand for our innocent friends and family to be killed!”

A spokesman for the defence department disclosed few details except that investigations are continuing into the incident and that the military has been called to tighten security inside the Nanganis region. A 100km wide perimeter fence was set up to prevent the press and interested individuals from entering the quarantine zone.

Missile Strikes Nanganis Again

By Stacey Hermes

35 minutes ago a missile yet again struck the ground inside the region of Nanganis, just over a month after the last missile incident occured.

The Hindopian Military is very tight-lipped about the missiles origin and have erected roadblocks on all roads leading into the affected area. Sources inside the Department of Defence say that the entire military has been put at DEFCON 3 and an unknown number of air force jets have been scrambled both in Nanganis and Ibergatis.

It is unknown if there are any casualties or injured as a result of the missiles explosion but considering that the missile struck a road that was frequently used by farmers it seems likely that there are at least some injured.

This is the second time that a missile has come down in Nanganis, the last time being a rouge missile from the Peoples Republic of Borucistan. This last event was the first time in over 200 years that a foreign powers weapon was used in Hindopia.

More on the story as it develops.

Senate Committee Releases Statement, Harrowsing Charged

The senate inquisitorial committee released a statement today after a 2 month investigation into the allegations that Senior Hindopian Ambassador to the World Assembly Vargas Harrowsing has been embezzling money from the Office of Diplomatic Affairs' General Fund Account.

Before the statement was made Harrowsing was called back from the WA World Headquarters and given the chance to surrender willingly. He did and was transferred to Ibergatis Regional Holding House and was formally charged there.

IC Chairman Harold Murcan says that the committee gathered strong evidence that suggested Harrowsing was in fact stealing money from the General Fund.
"There is quite a pile of evidence mounting against Ambassador Harrowsing in this case. Unfortunately, as this is an ongoing investigation, I cannot give any details as to exactly what this evidence is but rest assured it will come out in due time. Ambassador Harrowsing was called back from WA Headquarters by the President on our advice. He was questioned by the entire Committee and it was determined that it was prudent to formally charge him. He voluntarily surrendered to police and has been transferred to Ibergatis Regional Holding House. He will be arraigned tomorrow morning at 9:35 am."

This event is unprecedented. Never in the history of Hindopian diplomatic relations has one of our own ambassadors been arrested by Hindopian police. Because of the case’s unusual nature, it is unknown if the Ambassador's case will be heard by a court or by the Senate.

If Harrowsing is convicted of the crime he risks a possible sentence of 35 years and a definite one of 9 years. He has yet to release a media statement. President Vargas’ nephew James Vargas will temporarily fill in for Harrowsing at the WA General Assembly.

Borucistan Releases Statement

By Lionel Krutch

A press release was issued by the Borucistinian Government this morning, responding to the missile incident that occurred in northern Nanganis two days ago. A test missile fired from Gardinia Air Force Base in Borucistan failed and spun out of control, landing in a deserted field 20km from the nearby town of Kaltar.

The media spokesperson told press representatives that it was not the intention of the military to put any lives at risk during these tests.

“The Borucistinian Military had no intention to place any person in danger by firing this missile. It was an unfortunate situation and the General in charge of the programme has given me the utmost assurance that steps have been taken to ensure that it does not happen again. We are greatly relieved to hear that no lives were lost as a result of the missile failing and are pursuing discussion with the Hindopian Government to relieve tensions in this time. We sincerely apologize for the distress this most certainly would have placed on the citizens and government of Hindopia.”

A spokesman for the Chancellors Office also released a statement accepting the apology of Borucistinian Government.

“The Chancellor has already been in contact with the President of Borucistan and the General overseeing the missile programme. He thanks them for their formal apology and the honour that they showed by doing so. The Chancellor has also made clear to the Borucistinian President that such missile tests must take into account that Hindopia is located close to Borucistan and as such these missiles can present a danger to Hindopians. He has asked that the Borucistinian Military give warning to the Hindopian Military at least a week before they perform a missile test.”

The missile was fired as part of an unnamed project. The details of the project are classified top secret but rumours abound that the Borucistan Military is testing a short range missile to eventually replace their very outdated CO-193 short range missile.

Missile Confirmed To Be From Borucistan

By Lionel Krutch

The missile that hit the northern end of Nanganis yesterday has been confirmed to be from the Rouge Nation of Borucistan, a very isolated island nation north of Hindopia.

Cabinet spokesperson Elliot Spence told a massive gathering of press officials at the Senatorial Auditorium this morning that the Department of Defence had confirmed that the missile originated from Borucistan’s main air force base, Gardinia Air Force Base. He has also confirmed that no one was injured or killed by the blast.

“The Department of Defence has confirmed that the missile was a test missile that originated from inside the Gardinia Air Force Base in Borucistan. We are in contact with the Borucastinian Government to ensure that this kind of incident does not happen again. No one was injured or killed by the blast.”

The missile hit the northern end of Nanganis at 10:41AM yesterday morning, leaving a large hole in the ground and causing mild fires in the surrounding area. It is believed the test was a failure, however, because witnesses say that the missile was spinning out of control moments before it hit. The government and military were both put at DEFCON 3 when the missile impacted and two air force jets were deployed from Edwards Air Force Base, possibly because it was believed that Hindopia was under attack.

The Borucistinian Government has yet to issue a media statement to clarify their position in the incident. This behaviour is not uncommon to the reclusive nation whose government, in 2005, refused to comment for 7 weeks on the death of their long-time President, Elgadar Monrique, who served for 25 years as the nation’s leader. There are no clues as to when a statement will be released.

Missile Hits Hindopia

By Lionel Krutch

36 minutes ago, a missile hit the ground and exploded in the region of Nanganis. It is unknown yet if there were any casualties in the incident but officials are calling for calm.

The missile hit at about 10:41 PM close to the edge of Nanganis. As the missile streaked down to the ground a chicken farmer said that it looked like it was out of control. He said that it was spinning in circles as it descended and then eventually exploded when it hit.

The government has only issued a very brief statement, delivered by Cabinet spokesman Daniel Hayess:

“We are unable to release any details about the origin of the missile as of yet, but we call for citizens to remain calm. We have not received any threats and believe that it is an isolated incident.”

We will have more on the story as it progresses.

Senate Decides: No Help For Kardan

By Senate Correspondent Kylan Murrows

In a tense press conference today in Ibergatis, the spokesman for the Senate, Gus Winthropell, declared that the Senate had decided not to intervene in the situation in Kardan.

He said that it was “not Hindopia’s obligation, nor its desire, to send military aid to the citizens of Kardan, who have recently seen their own government kill over 25,000 people already. He said that the Senate believed that it was not for Hindopia to intervene in the sovereign affairs of another state by means of military intervention and that they would try all diplomatic means to end it.

Several Senators simply walked out of the Senate Chambers after the vote had concluded, with Senator Polishmothgyre calling the result “a downright disgrace” for Hindopia.

Kardan’s ruler recently ordered the immediate execution of all Bigtopians within the nation, referencing to them as “those darn Bigtopians”.

Amnesty Interregional has condemned the vote, saying that Hindopia was one of the dominant nations in the area and that “when the citizens really needed it [Hindopia], it wasn’t there.

Senate Debates Kardan Intervention

By Anthony Wisterly

As the situation in Kardan become more and more dire, the Senate debates whether or not to intervene. The Supreme Ruler declared a national emergency two weeks ago and began a genocidal rampage targeted towards Bigtopians. Several hundred refugees have sought asylum within Hindopia's borders and have called on the Government to send military aid to the country to help the citizens against the tyrannical government.

The Senate released a statement today saying that they were discussing whether or not they had an obligation to send aid to the war-torn country. The Chancellor, Marcus Pryde, has enlisted the counsel of several ethics professors and international lawyers to help him decide his position on the matter.

The Senate is divided on the matter, with the Senator for Defence arguing in favour of the intervention but the Senator for Diplomatic Affairs being firmly against it. Senator Nathan Grethmandis, S. Defence, argues that the Kardinian people are completely helpless against the military of the Supreme Ruler and that it was Hindopia's moral obligation to intervene against the psychotic government. Senator Lauren Yeedills, S. Diplomatic Affairs, says that militaristic action against a foreign government when they have not threatened or harmed Hindopia in any way set bad precedent, and would cause needless casualties to Hindopian citizens.

Hindopian Report investigators procured the transcripts of the latest Senate Meeting and they revealed that the debate had struck a rift between the S. for Defence and S. for Diplomatic Affairs. It is rumored that the Chancellor may soon, if the rift isn't repaired, mandate that the two Senators go before the Council of Reconciliation for mediation. If the Senate cannot decide on the matter, then the Chancellor may send the decision to the High Council, where the Councillors will decide the matter.

Repeal Passed: Senate Relieved

By James Green

The repeal of World Assembly General Assembly Resolution #81(Disaster Preparedness Act) was passed by the WA yesterday after days of debate.

It looked at first like the repeal was going to be defeated as the votes were in favor of keeping the resolution. But yesterday the vote "for" the repeal crept up and now the voting period has ended; the repeal is final.

The Senate was very concerned at the passing of WA-GA Resolution #81 because of several reasons, chief among them the final clause. The Senate, after a impassioned speech by Senator Polishmothgyre, instructed Hindopian Ambassador to the WA Vargas Harrowsing to register the vote "For".

During the debate on the repeal, several ambassadors offered to work on a replacement for the repealed law.

Repeal High on Government Agenda

By James Green

The repeal of World Assembly General Assembly Resolution #81, “Disaster Preparedness Act”, is high on the government’s agenda at the moment says Senate Spokesman Daniel Hayess.

In a press conference this morning at the Senatorial Press Auditorium the spokesman gave this statement released by the Senate:
“This repeal interests the Hindopian Senate very much. Its passage would give great relief to the us as there are too many loopholes, mistakes and legally ambiguous definitions contained in the resolution. It is an embarrassment to the World Assembly for this to have passed, and the Senate wishes to have it repealed.”

The repeal, at the time of this articles release, looks likely to be defeated. The current score is For: 2,178. Against: 2,478, which means that there are more nations in favour of keeping the resolution than there are nations wanting it’s repeal. The Senate’s main argument against the resolution is the clause that states the following:
“If the GOPS finds a member state to have ignored an alert, or responded insubstantially to an alert, the member state shall be mandated to pay the victims of the disaster an amount determined by the GOPS.”
The Senate objects to this because it allows for a scenario such as this:
The possibility of a tsunami to hit a nation (other than Hindopia) is discovered by Hindopians working at an Early Disaster Warning Station and those people fail to notify the government or the people of that nation to be affected. The victims of that tsunami, should it hit, would be entitled to compensatory repayment by the government of Hindopia for the failure to notify that nation of the impending disaster.

Director of the Lawyers Association of Hindopia, Pamela Kroydell, says that if the rule of law is to be followed, then the Gnomes of the GOPS (Global Organization for Public Safety) will be forced to allow this scenario to happen.
“The rule of law is a concept held dear by the gnomes of the various committees that make up the sprawling bureaucracy that is the WA, and if Hindopia is determined to have acted “insubstantially” to a natural disaster that it had foreknowledge of then we will be held accountable. That is not to say that we would intentionally let harm befall the citizens of another nation, but to have such ambiguous law is dangerous. It is safer to let the resolution be repealed and replace it with a more carefully worded one.”

However, there are some from the Senate that support the resolution. Senator Hayden Polishmothgyre, Senator for Kroyden, says that the world needs a concentrated effort to reduce the devastating effects of natural disasters. He spoke out against the repeal in parliament today and condemned the efforts of other Senators to have it repealed.
“To repeal such a well written and important resolution from the World Assembly is incredibly selfish. Millions of people die every year from natural disasters and with a concentrated effort for an international organization committed to compiling information about possible impending disasters we can save thousands of people. It is selfish for some to be thinking about the possibility of losing money when people are losing their lives. If they don’t want to be in danger of being sued, then maybe they should do their jobs and follow the guidelines set forth by the GOPS.”
Senator Polishmothgyre resumed his seat amongst a feeling of tension as Senator Byrone( Sen. Ingratia) had just given a speech in favour of the repeal.

The voting period for the repeal of the “Disaster Preparedness Act” ends in 1 day

Inquisition Called by Senate

By Anthony Wisterly

An official inquisition was ordered by the Senate today to investigate the accusations that Hindopian Ambassador to the World Assembly, Vargas Harrowsing, has been embezzling money from the government.

Harrowsing was accused by Senator Bellcross, an independent senator, after her office received information from an unnamed source saying that Harrowsing has been transferring money from the Office of Diplomatic Affairs' WA Ambassador's Account, the account used to fund the mission to the WA ( such as covering transport, food, essentials etc), to a privately owned offshore account in The Incorporated States of Consergro.

Consergro has one of the strictest policies guarding foreign held bank accounts in the world. No application by any entity in the world to look into a foreign held account has ever been successful. Political analyst Jerry Wads says that it doesn't look like that pattern is going to change now.
"The Consergrian Government is run by a corporate entity, and as such protects it's customer's, especially it's rich foreign customer's, private accounts zealously. It would simply be a waste for the government to spend money on a diplomatic effort, because it will never work."

Harrowsing responded to the Senator's accusations earlier today, saying that the claim is entirely fictitious. He challenged her to provide any evidence that the money was transferred to that account, or to prove that if any money was transferred then to show that he himself received any of it as financial gain.
"Senator Benton's claim is not true. I never transferred any money from the OoDA account for personal financial gain. The only money I ever authorize transferred is money used to pay for the expense of representing this country in the World Assembly."

The inquisition will investigate the validity of the accusations and if it finds any truth to them it will begin a full investigation.
The inquisition is run by a committee whose members are appointed by the Senate. The committee, named the Inquisitorial Committee, has the authority to lay criminal charges if it finds a basis for them.

The IC will begin it's investigation after the Senate has convened in an emergency session next week.

Leave the Assembly: Isolationists

Several thousand individuals have staged a massive protest against the Hindopian government’s membership in the World Assembly. The self-proclaimed “isolationists” have repeatedly attacked the government’s decision to join the WA because they claim the laws passed by the international association override national sovereignty.

The group, known as the Sovereignty Party, introduced legislation into the Senate earlier this year under a Citizen's Bill that would force the government to leave the WA. The proposal did not pass but gained very noticeable support from the population.

The protest took place on Phoenix Avenue, where both the Senate and High Council are located, and lasted nearly 9 hours before the protesters packed up and went home. Several fights broke out during the protest but the police say that they are pleased with the way the majority of the protesters behaved.

The government defends the membership in the WA, with Senator Lauren Yeedills, the Senator for Diplomatic Affairs, releasing a statement in support of it. She said that it was “...in Hindopia’s best interest to be involved in the World Assembly as it promotes governments to practice cooperation and to resolve their conflicts peacefully”. Sovereignty Party members say that Hindopia is perfectly capable of doing all of that ourselves and that Hindopia does not need the help of a multi-national organisation.

Many Senators say that an open and free discussion on the matter between the people from both sides will allow the citizens themselves to decide on the matter. There have been repeated calls inside the Senate to hold a national debate to showcase every opinion on the matter. So far, these calls have not been answered.
